no fuel from pump

Hey all im sure this has been discussed before and perhaps someone can just direct me to the right thread.
I finally got my 94 4runner v6 all back together
And went to try and start it. Cranks just fine but will not fire.
Pulled the fuel line off the fuel filter on the tank side and when turning key to any position I am getting no fuel coming out.
Have done a little research and it could be the relay (or coil) in the passenger kick board or it could be the pump itself.
I just wanted to touch base with you all before I start tearing more stuff apart.

1. Make sure there is gas
2. Make sure the maf is plugged in
3. Take test light and make sure there is power when cranking
If no then check relays if yes check pump

I have a voltmeter and can check whatever. just need to know where to start.
