Not shifting when its cold

So every morning or before I drive I let my 4runner run and warm up . Well yesterday I was sorta in a hurry, and it didn't wanna shift out of first . Fluid is fine . I did check that . Is that normal?

I remember it was either coolant temp at 130 then normal shift or 2500RPM, which ever comes first both will let the truck shift from 2nd to 3rd. Of course on cold starts.
