I don't know specifically about tint but the cops in NoVa are pretty stern. I got a serious talking to once for not putting on my new registration sticker even though I had paid for it and it was in my glove box. If I were you I would play by the rules in this area.

Personally I've always gone to the legal limit and not beyond. Most folks I know that have dark (illegal) tint get tickets. I know the State police like pursuing the tint laws. I have friends and family in local jurisdiction law enforcement (Northern VA) and officers who want to write tickets for tint have to buy their own tint meters so not all officers pursue the tint laws or have the tools to measure it.

I do know dark tint puts a lot of officers on edge because it renders them pretty helpless at night on traffic stops (in terms of visibility) until they get up to the drivers window. I'm not sure what your tint goals are in terms of interior heat reduction, privacy etc but I'd recommend going to the max legal limit with good quality tint.
