OBD II won't connect to reader

I have a 1997 Toyota 4runner. I wrecked it a couple of years ago. Since I have wrecked it, the OBD II will not connect to any readers. I have been trying to get it inspected so that I can renew the tags on it. I live in NC so they will not renew my tags without an inspection. I have replaced the OBD II on it with a brand new one and it will not connect to the reader either. Does anyone have any idea what could be causing it? The truck runs great, I just can't get it to connect to the NC inspection computers or any readers.

Did you check the OBD fuse under the hood? 7.5A I believe.

I have checked the fuses. Everything is good. I checked out the forum and I think I will try a couple of the ideas that were posted there. Thank you for your help.
 
my code reader will not work either. Neighbor has one alsp, but will not work on my vehicle. Plus will not idle or run below 2000 rpm. Plus the IAC vibrates about 50 times a second. I am sure it's not the Crank and cam sensor as the have been changed. Plus unplugging the IAC it makes no difference at all.:shrug:

If you have a volt meter research the pin on the OBD2 connector and ensure you have battery voltage on it.

What OBD2 tester are you using?

If you have more than one vehicle does it talk to your other vehicle?
