OBD2 port linking error

2001 SR5. I am getting a linking error at the OBD2 port. No blown fuses. Pin 16 has power. Pin 4 to 16 shows around 12 volts. Pin 5 to 16 shows less then 1 volt. And the other pins 15 and 7 I’m not sure how to check for continuity. I’m not even sure what pin 5 should read. I can’t seem to find a chart showing exactly what each of the port pins are. Any help would be appreciated.

Credit to MTL 4runner when it was provided to me in '06 when I had a similar issue....

Pin 5 should be a ground, as should pin 4...

Pin #, Description
4 - Chassis Ground
5 - Data Ground
7 - Data
15 - Data (this pin is optional and may not be present)
16 - Power
 
Keeping in mind my electrical knowledge is weak...

Pin 5 is a ground, check for resistance with a known good ground to confirm your bad ground.

That's where my issue happened to be, so I created a ground at the connector rather than hunt down the problem child.
