OBD2 not working on 96 4Runner.

Hello Forum! I'm trying to solve a problem with my OBD2 port for over a year now. I really hope someone here can help me as my Check Engine light just came on again and it makes me crazy not to know what it is.

I have 1996 4Runner, 4x4, 3400 V6, limited, USA export.

My OBD port has 4 lines to it.
Pin 2, white, supposed to be the data line, multimeter shows only 0.4V
Pin 4, black/white, ground (tested)
Pin 5, brown, ground (tested)
Pin 12, violet, 12v+ (tested)

So it seems my white line is either: not the data line, or broken. Different OBD2 scanners do not work at all.

My idea is to find the data line directly from the ECU, and splice it to a new OBD2 port I purchased.
This should work? But how do I find the correct line? Yesterday I tried half a day do find the proper wiring diagram for my model. I just cant find it. My Haynes manual is not helping either.

Anyone any idea?
Or has anyone else struggles reading OBD2 on a early 3th gen 4runner? Could it be that it's just not possible?

I'm in Panama in no dealer can help me with that either.

All USA-sold gasoline powered 'light' vehicles from 1996-on have OBD-II. Your 4Runner definitely should have a working OBD-II port.

The signal line 'idles' low, so a low voltage there is correct.

How many scanners have you tried? Do they support the original J1850 VPW signaling standard?

All USA-sold gasoline powered 'light' vehicles from 1996-on have OBD-II. Your 4Runner definitely should have a working OBD-II port.

Good to know what the low voltage is correct! Although it surprises me.

I tested with a bluetooth ELM327 adapter and different apps. Doesn't work at all. I also set SAE J1850VPW as protocol. This adapter worked with lots of others 3th gen 4runners.
Then, I bought this on Amazon:

Spent 2 days getting a virtual machine on my laptop running with some old ass windows and techstream installed.. and it didn't worked.. it shows "ecu not found"
I'd buy another adapter If this solves my problem?

So I'm trying the Mini Vci J2534 cable with techstream again.
I followed this instructions

Sounds like it is worth opening up your old one to see if there are any bulging/leaking caps...

I sent mine out for repairs & it didn't work. Shipped it back & the outfit claimed it got lost. Bought one from pick a part from some San Francisco business, presto!

It was running like a sewing machine, no other problems.
