Code: P0430 Catalyst System Efficiency Below Threshold (Bank 2)

Wondering if anyone has run into this issue and their solution?
The code will only come on when I am on the highway and go about 100+ kms. Doesn't always come on but that is the only time it will, I delete the code and I am good to go for the rest of my trip and all the city driving, but will come on again the next time I am on the highway for an extended period of time.

Opinions?

Thank you

That means rear O2 sensor is measuring the same as the front O2 sensor, i.e. the catalytic converter is not cleaning up the exhaust as it should. https://www.google.com/search?client=firefox-b-1-d&q=OBD+II+P0430

Two possibilities:
1. The O2 sensors are not working right.
2. The catalytic converter has failed.

Did you, perhaps, run leaded gas at any time in your 4Runner, possibly inadvertently?

or catalytic converter was cut off by someone for some extra money

Usually, that means you have a bad cat from ignoring a CEL for misfires for a long time.

Swap the down stream sensors right/left and use a scan tool with graphing to observe the O2 sensor operation to rule out wiring and sensor faults. Next, replace the cat and fix whatever caused the cat to fail.
