paint bubble / rear hatch rust

Found this single bubble on my lift hatch, this is original 2005 paint. no signs of rust from inside . How should I proceed ? im thinking grind it off touch it up and wait for spring to repair it better.

Unfortunately the hatch on 4th gens from rust belt areas tend to get those "bubbles", on the inside Toyota applied stick-on sound deadening material and the metal under that material tends to be not painted very well if at all and that's where the rust starts, you can't see that rust on the inside unless you remove the sound deadening material, anything you try to do only on the outside is only a temporary band aid
 
should i remove the sound deadening ? what would be the best way to peel that out of there

I haven't had to deal with this because I live is the southeast and no rust issues, but I have read of what others have gone through dealing with this issue.

I would only remove a small portion at first to see if I find where the rust is on the inside and then proceed from there.

Maybe others who have had to dealt with this will chime in, you may want to edit your original post and change the title to include the word "rust" and possibly "hatch" along with the word bubble to possibly get their attention.
