Paint bubbles & cracking: touch up or repaint?

I've had an issue with a few spots on the rear bumper bubbling and cracking (see photos). What's the best way to go about fixing this? The rest of the car's paint looks good, these are the only unsightly spots. I've contemplated pulling both bumpers and side panel pieces and DIY spraying them grayish-black a la an 03 SR5. Any suggestions?

Repaint is your best option. If you have no experience doing it, a local body shop can help you.

Were they repainted at some point?
(they don't look factory)
