paint problem on 2000

I have seen several 2000 limiteds with paint chips all over the front bumper. I recently repainted mine. Is there any indication that there is a problem with the grey on the cladding from the factory?

It could be due to crappy prep work, or the weakness of the water based paint being used on cars.

x2 on the cheap water based paint. the MSM on my IS's front bumper has been repainted twice in 4 years, and needs it again. While my 88 MR2 w/ over 200k has less rock chips!
