passenger side bumper mount bracket

I was replacing my passenger side turn front signal bulb on my 05 4Runner and noticed the 52145-35050 passenger side front bumper bracket was free floating in the space. I care fully wedged it out. Do I need that back in or is that just bumper reinforcement? If I do need to put it back in, does it just snap back in? Thanks.
