Plasti-Dip over Plasti-Dip

I've got some coating emblem and what not that I've already plasti-dipped. In some spots they are getting thin after maybe 2 or 3 years. I'd like to re-coat them but should I start new or coat over what is already there? What I already have seems to be stuck on pretty well with no holes. For some reason it seems easier to give it a re coat maybe because I'd have to use less?

Anyone have any ideas or recommendations?

I re-coated my road bike multiple times due to gas spill on the tank. There is no need to rip it all off.

Any prep needed? Cleaning with soap and water? Something else?
