I would take that up. But I would always haggle. Maybe $6800 and work your way up.
Try to find the small things and bring them up while inspecting in front of the seller.
Get on your belly and look at the undercarriage.
Inspect hose lines and even though he said he repaired the belts, just give them a tug or inspect them.
Give it a thorough test drive.
Run it through the paces and let the engine warm up! (Most people fail to do this while test driving a vehicle and most problems arise once the engine has warmed up.) Then your stuck driving it home and all these issues smack you in the face. By the time you get home, you hate the damn thing.

All I can tell you is to be careful on Craigslist. I find it unusual that he is only communicating with you by e-mail. Have you talked to him on the phone or in person yet? It might be a scam so use caution. If you see the vehicle up close make sure that the VIN# and everything matches the title which he hopefully will have in hand.
