Please Help - Water Pump Location Question

Hoping to solicit some info from people here once again...

I recently had the water pump on my 4.0L 2006 replaced after I was hearing some noise even after the shop I have been using had replaced the belt and the belt tensioner. After a few weeks, the noise reappeared so I took it back in. They are claiming the small leak from the timing chain cover I have had for a while is getting on the belt. Ok, that makes sense but the leak was more of a seep then and now they are saying there appears to be much more oil than coming from that area.

Please correct me if I am wrong, but would the timing cover need to be removed in order to replace the water pump? I'm trying to determine whether they are trying to pull a fast one on me and whether they may be to blame for causing the leak.

for noise, i think its the idle pulleys, you can replace all 3 of them, unless the noise is at one spot, check the alternator too. valve cover leak just need a new gasket.
 
Thanks for responding but its a leak from the timing chain cover not the valve cover. I was quoted at $1700 to fix this.

What I am trying to determine is whether a water pump replacement would have meant the timing chain cover was removed to cause the increase in the leak?
