Where do the hoses connected to it go to?

One goes to the throttle body, the othe goes down into something.
The 1986 4runner turbo I just bought doesn't have this, plus a lot of other parts. I've seen it in pictures of turbo engines and I'm just trying to figure things out.
It came from Oregon to California and I need to get the smog stuff put back on. Thanks.

The part in question is the idle-up adjustment screw for A/C and Power Steering.
