Did he do some PC for you?

I have had a little experience with powder coating suff here in Florida - I had a bunch of crap pc on my Fatboy.

The trick is to blast and chem treat what ever you're coating. Most shops just use a chemical to clean the surface cause blasting adds another step thus costing more.

I'll add that good pc is thick and strong, done right it's tuff and looks good. Expect it to be blemish free and hold up.
