So I took my truck in to a Toyota dealership for some work and it said my power steering assembly needs to be replaced because of a worn out left inner tie rod so my question is would I be able to just replace the tie-rod or do I have to replace the whole assembly I'm not too familiar with the power steering

If it's only an inner tie rod that's the issue, then yes you can replace just the inner tie rods. I would recommend replacing both inner tie rod ends at a minimum. It would be wise to inspect the outer tie rods to see if the boots are starting to crack or tear and consider replacing the outer tie rods as well since you'll need an alignment.
EDIT: If the inner tie rod seal is leaking into the boot then I would replace the rack. You could rebuild the rack, but I would replace it if mine were leaking. To check for that you can take a small pic and poke a small hole in the bottom of the bellow (rubber accordion covering the inner tie rod) closest the rack itself. If anything comes out then you have an inner tie rod seal leaking.

If your inner tie rods are truly in need of replacing, it might be better to go ahead and replace the steering rack because a new OEM steering rack comes with new inner tie rods. The inner tie rods alone are around $300. A whole new rack will run you around $500.
But, first of all, I'd do your own inspection of what they are claiming. Not all shops are honest. Use the video below to do your own inspection of the inner tie rods. An inner tie rod can feel very free moving, but as long as the joint doesn't have play (joint pops), it doesn't need to be replaced.

If you find that only one tie rod is bad, just replace the one tie rod, because like I said, they are expensive. If both tie rods are bad, I'd just go ahead and replace the steering rack, because spending $200 more to get a new rack is worth it in my opinion. If you do end up replacing the steering rack, use the video below to swap it out.
