Problem With Programming Mode

I've been trying to put my 99 4runner into programming mode for a long time now, I've tried over 20+ times and the doors never cycle. I went to Toyota, and they pretended like they knew nothing and that I would have to pay for an hours service, and they might not even solve the problem. I than tried to put my dad's 2006 Tundra with the other programming instructions, and that car won't cycle the locks. Any help would be much appreciated. Oh and this is to connect a new keyless remote

I can't say i've ever tried to program any of the factory systems, but maybe if you post the procedure you were using someone can point out why it might not be working.

1. Start with key out of ignition, drivers door is open all others closed and
drivers door is unlocked.

2. Insert key into the ignition (Do NOT Turn) and Pull key out.

3. Perform these steps within 40 seconds.
A. Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
B. Close, then open drivers door.

4. Perform these steps within 40 seconds.
A. Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
B. Insert the key in the ignition cylinder.
C. Turn the ignition to ON (Do NOT Start) then back to OFF once to program remote while retaining the orginal remote codes. Twice to erase all orginal codes and add new remote. Three times to check how many remotes are programmed or five times to erase all original codes.
D. Remove the key from the ignition.

5. Within 3 seconds the power door locks should cycle automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.

6. Perform these steps within 40 seconds.
A. Press the lock and unlock buttons on the remote simultaneously for 1 second.
B. Immediately after letting go of the lock and unlock buttons, press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should cycle once indicating successful programming. If the door locks do not cycle, or cycle twice. Repeat steps A and B in step 6 as your remote has not been accepted.
C. Repeat steps A and B in step 6 for each new remote.

7. Close drivers door.

Other possible troubleshooting while performing this procedure:

- During steps 3A and 4A, help the driver's side lock up and down with your left hand while working the power lock switch with your right hand (for weak lock solenoids, apparently).

- Replace the battery in the keyfob.

i have also tried to program a new remote and have no success. i tried helping the lock out with my left hand and pressing (lock/unlock) with my right, still no success. any help? much appreciated

I know that this is an old issue, but I am having the same issue with my 1999 4runner. It will not go into programming mode. Were you ever able to solve this?

I tried this today and had no luck. I do think my power lock are a bit weak though, didn't try helping it.

I was having trouble programming my remote with the above instructions. I had weak lock solenoids and did it manually and got it to work. Thanks for the help!

To those having trouble, which set of directions are you using? And do your locks seem weak when cycling them?

I had troubles with mine, I had to replace my drivers door lock actuator due to mine would stop working after the 3rd cycle. The system is looking for the signal from the drivers actuator only. Once I replaced it I still had trouble, I was locking and unlocking to fast, once I got a medium pace on the lock/unlock part I can get it to go into program mode every time.

I got a free-fitty fob in the junkyard (noice!) and my '99 never had one when I bought it.

I had no issues getting it into programming mode at first, but despite the car noticing that I was clicking the remote buttons (step 6) it never recognized the fob afterward. I tried that several times with the same results.

Eventually, I found a slightly longer set of instructions (can't remember where) that explained how to erase all the existing fobs out of the system. I tried that, then added the new junkyard fob, success!

I was having the same issue not being able to get it into programming mode. I noticed the drivers door actuator was getting really weak after cycling the lock so many times, so i helped it up and down like a few people recommended and it went right into programming mode on the first try. So if you’re having trouble definitely try that!

I was also having trouble getting into programming mode on my '99 limited, even after I gave the driver door lock some manual assist with my left hand while I toggled the lock/unlock with my right hand. What ended up working for me was speeding up the toggle rate - I had been going at a medium rate (approximately 1 lock/unlock per second) and as soon as I sped up (to doing all 5 locks/unlocks in about 2-3 seconds) it worked on the first try.

Would you be able to clarify what you meant by doing it manually? Were you just lifting and pushing the driver door lock tab up and down and got the same result??

Were your lock solenoids losing power dramatically after the 2nd or 3rd time you pressed the lock toggle? This is what I have been experiencing and im sure its due to a weak lock solenoid.
