Programming Key Fob Problem

I purchased my 2000 Limited about two years ago and I have a key fob from my previous 99 4Runner that was totaled in a wreck.

FCC ID: HYQ152Y

I've searched the forum and I can't seem to find an answer to my specific problem. I followed the programming instructions but when I get to the step to push both the lock, unlock buttons and then let go and quickly push the lock button. All the doors do is cycle twice through the lock, unlock cycle and then nothing else happens.

Does this mean the FCC ID I have is incorrect? Or am I doing something wrong?

I re-read the instructions this morning and it says that if the door does the lock/unlock cycle twice that it didn't accept the remote.

Can someone confirm this indicates 100% that my FCC ID is wrong?

Update: I tried again this morning and for whatever reason it finally accepted my remote.
