Programming new Master and Valet Keys

Hey all-

Looking for some help... A friend of a friend has a 2000 T4R that he lost his keys to. He got fleeced a bit having new Master and Valet created, but the shop couldn't finish the programming.

I've got a copy of Techstream and I'm trying to find out if I can use that to register brand new Master and Valet Keys? They're already cut.

I haven't found any clear answers as most posts either have access to the original keys, or don't discuss Techstream at all.

I did read that I might need a seed code number or something.

Any guidance would be great, just trying to help someone out and avoid them getting taken for any more money.

It is...I've been reading more since posting and it sounds like that is a rough combination (year and trim). My understanding at this point is either get a new ECU (and Toyota may have been offering a free replacement program at one point)...or reflash the ECU to clear either with an eeprom kit or find an auto locksmith that can do the work. Is that right?

Will a new ECU be automatically in original pairing mode?

I got pics of the new keys that were cut, and they appear to be just normal looking keys with a thin black case around the end. I did not see a visible 'fob' for keyless entry etc...not sure if that is normal or not.

I have had both a Limited and an SR5. The immobilizer keys for the Limited have a black plastic molding around the key handle that's slightly thicker than the SR5 keys with a black plastic molding around it so it's difficult to say if you got the correct keys. The immobilizer chip is in the handle part of the key by the way. Also, the immobilizer system is separate from the keyless entry system. I'm not sure about replacing the module, but a few people have had good luck with getting the EEPROM reflashed or replaced.
