is there a way to remove the clear plastic Lense, shield on the front head lights to clean or just to replace or do you have to buy the complete new assembly?

Bake it, I usually bake mine at 250°F is what works for me, somehwere between 2-10mins. Look up retrofit for the year 4runner. It will talk about the baking process a tiny bit. I am sure youtube has some videos if you need visual aid.
If the lens is yellowing or clear is flaky just wet sand and polish it. I start with 600-1000 depending on how bad it is. And finish off with 3000. Spray some sem solaray on it and wax. You can do this with it on the car just tape and cover your paint.
you cannot purchase just the lens, you must purchase and entire assembly. as noted above, you can usually buff out the lens. i personally have a bunch of 1/2" cracks all throughout my lenses, so i purchased all new assemblies.
