Purchase question

I have access to a 1995 Toyota 4 runner 158,000 miles,4x4,leather seats,power Windows,locks,sunroof,tow package,limited addition. Cosmetically it looks good. The guy is asking 2000. The problem is it does not run. Supposedly it was parked 5 years ago in a garage and has been setting, but ran when parked. I am going to offer him 1200.
What are your thoughts and or suggestions?

I haven't got that far with it yet. I will have to hook up a battery and try it before I make the offer.

I got mine for 1200 with a known bad head gasket.
I felt like I got a fair deal.

I would take it as is ! If you drop some money into it for an engine and transmission, it still beats the heck out of a financed new vehicle payment.
