Reading VIN ranges in TSBs

This feels like a stupid question but I want to be sure I'm doing this right.

If a TSB shows VIN range:

JT3HN86R*X9028465 THROUGH JT3HN86R*Y9042410

Does VIN JT3HN86R0Y0320377 fall in that range? I think it does if when the X rolls to Y (which I'm assuming is what's going on there) the trailing digits start at 0000000, but that's not clear to me.

I'd imagine it would, assuming as you stated that the trailing digits start lower (I think there's a formula, no 0000000 but same concept) and go to high. Hopefully someone with more knowledge in this department will jump in, but me looking at it, I'd say yes. It does.
 
yes it is in that VIN range. The X and Y are model years which mean the TSB ran through multiple years X is 1999 and Y is 2000
