Could be a broken or blocked line, or a bad pump or even something as simple as a fuse or you're out of fluid!
Check the fluid first. Check the fuse next. With a meter. If that's good the pump is a good place to continue. There is a separate pump for the back, and is mounted to the lower RH front corner of the washer reservoir. Easy to get at from the RH front wheel well. Have a friend actuate the washer switch and see if it runs. Next step is to remove the line and see if it actually pumps assuming it runs (gravity will drain the reservoir so you'll have to figure out a way around that like an extension tube extending above the fluid level.) If that's all good check the other end (clogged nozzle? Broken at the door hinge?) If you still haven't found it you'll have to trace between the front motor and rear door until you find the problem.

Was wondering when i was going to see this come up again... Mine is working but it doesn't have the same Gusto as when i first pushed her off the lot brand new in 97.
I had a buddy who had a similar issue as yours... he found a clogged nozzle and a cracked hose to be the culprit.

Bumping this thread so I don't make a new one.
I ran out of fluid and refilled it to the top, but ever since it ran out it hasn't worked.
Since it stopped working I have replaced the fuse, pump and wiper stalk but that all did nothing, fronts work fine, and there's no blockage as the pump doesn't engage after the switch is toggled.
I have no idea what could be causing this issue or even where to start looking.
Help?

You check inside the loom for cracked/split wires? Extremely common at this age
Similarly, is your rear window completely up? Even if it's down just a hair all rear wiper functions will be blocked. I just went through this a month ago - had nothing happening at the rear and was ready to tear apart the hatch only to find out the window was down maybe 1/4in at best, not enough to appear like it was open but enough to trip the sensor for sure

The rear door loom? The pump doesn't go through that as far as I know as the pump and stuff is in the front where the washer tank is.
But I have checked that loom twice and didn't notice anything wrong with it
I've made sure my window was up, even rolling it down and all the way back up but no dice, only thing I've noticed is that the back door relay (i presume) still clicks if the window is all the way up and I hit the up switch. Is that supposed to happen?

Oh duh I forgot how pumps work for a sec :doh: When I hear rear hatch problems I automatically think of the wiring harness
I honestly couldn't tell you, I don't think mine makes a click but it's not something I've ever really listened for either
You could test for continuity at the vehicle plug side of the pump to see if it's even getting voltage, or if you got a bad part out of the box. That would be my first step. I'm not sure how that circuit is ran and how accessible it really is, but really the most simple and basic approach would be to follow the trail and keep probing with your multimeter until you get something. Perhaps someone will post the schematic for reference (I never know how to source them)

I'll be testing that in the morning for continuity, but I'm going to assume there won't be given the symptoms, but we'll see!

Well I've fixed it, wasn't continuity at all though. Late last night I was doing some thinking and remembered that my washer fluid tank was replaced after my wreck. Knowing how "great" the body shop was I figured I'd check one last thing: Making sure the rear pump was actually where the pump was supposed to be. It wasn't.
This morning I went out and ran the front washers and felt the pump that I had replaced that is supposed to be for the rears. It moved. So, that meant that the rear pump was actually on the front of the 4runner, which changes everything.
I went around to the front and started looking at the pump for anything obvious, which there was.
Both of the wires for the pump had become brittle and cracked, and one of them had fallen clean off the four pin connector for the washer fluid pumps.
Bingo!
I spliced the blue wires (passenger pump wires) together with some extra wire for longevity, wrapped it and zip tied it back to the one for the drivers side.
rears work like a charm now, and I feel like an idiot for replacing everything else when it was so simple, but live and learn I suppose.
