They make these nice plastic tools you can grab from eBay, I use them for all trims. They come in a bunch of various sizes, really handy to have around your garage. Just search plastic removal tools on ebay.
Clips are part of the pad material.You can pop it off, but it helps if you go at it from underneath and pinch the clips together with a pliers and push up.

What my son and I did on his was to simply wash it down good, and give it a light scuff with a scotchbrite-type pad. Then we hit it with a couple coats of bumper/trim paint from a rattle can. It turned out looking like new!
