If you want oem replacement look on Craigslist/junkyards in your area.. if you want aftermarket steel bumper then there are tons of options: Bumper List (Updated)

Patience is key here. If you are looking for a specific color then it might take a while to find one that has no rear-end damage. The chrome bumpers are easier to find.
It took me a month to find the color-matched mudflaps. I ended up buying the face bar (middle section) from a dealer and had it painted by a local body shop. I couldn't find one that wasn't damaged, too highly priced, or rusted.
Also, the brackets to mount the face bar changed in '99. They are longer than previous years. The shorter brackets worked on my '00 but I can't speak for using the longer brackets on a '98 or older.
