Rear passanger paint peel?

Hi guys
was just wondering is this normal?
I was cleaning the car, and noticed a nudge and bare metal near the back end of the rear passenger wheel well. is there supposed to be a tube coming out?

I was cleaning the car, and noticed a nudge and bare metal near the back end of the rear passenger wheel well. is there supposed to be a tube coming out?

I know it's extra protection for the fuel filler neck. it may be a drainage tube for a sunroof.
