Rear window loose cable

My rear window is binding and not rolling up all the way. I took apart the rear area and notice a loose cable that goes to the motor. Should this be held somewhere? Is it supposed to be loose?

That's your window regulator. You just need to replace it. Pretty common on a lot of cars. Not really a difficult repair.
