Rear Window

I think my rear window has issues. Nothing major but it has no power sometimes.

-I can't open it from the rear key hole when truck is not running.
-won't work while truck is not on from driver controls.

-It works while truck is running or key is in ACC position.

How do I fix this so it worked as before?

Is the wiper fully in the parked position?
Also there is a bundle of wires at the top of the hatch. These wires are known to break.
