Practically any HID bulb will be brighter than LED. But if you must have LED - GTR Lighting Ultra 2 and Supernova V4 get high remarks. If you want brightest halogen, that would be the simple halogen H9 mod.
I went with Xenon Depot Xtreme LED Pro for the highs and lows. Bought them through Headlight Revolution. I paired those with the OEM LED fogs. Color is nearly identical and the combo looks fantastic.

Lasfit makes a 4runner specific LED bulb for the low beams that are awesome. They include new dust caps as well with coolings fans built into the caps.

Not the head lights, but I replaced my fog lights on my 2018 4Runner with factory LEDs. They are so much brighter than the originals. Practically all Toyota factory fog lights are the same whether they are for cars or trucks. The LED version first came out on Lexus vehicles. They are a direct fit, but accessing the right finder well to install them was a challenge.
