relays

ok im a little slow, im installing a basic set of fog lamps (55W halogans) on my rear bumper. all these threads about fog lights mention relays, what are they for and do i need one? there was not one included in the kit, but it did include an inline fuse. will that suffice? any help would be appreciated.
