Remove brackets inside rear storage cubby

Hi-

How do you remove the brackets inside the cargo area storage cubby? The brackets have a strap attached with a clip. I believe these are for holding warning reflectors. I would like to remove them to install an amp. The screws look like they need a square allen key. Please advise!
