Removing key while in neutral

I tried so find a thread about this but couldn't.*
Should I be able to remove the key and shut the vehicle off in neutral in an Automatic 4runner? I was removing the radio plate the other day and had to move the shifter to N to actually wiggle it off, but found I couldn't completely remove the key in neutral and could only turn it to ACC mode. I can remove the key fine in Park and the vehicle shifts to all the other gears just fine. It's a 1996 Limited.

To the best of my knowledge, no you can't take the key out unless it's in park. With the vehicle off you can still get the gear selector to neutral, or all the way to L, to get the bezel off by popping the cover and pressing the shift lock release.

Okay cool, my wife had an old Honda that we were able to do that in because the park gear stopped working. Just wanted to make sure I wasn't crazy
