Removing panel on rear bumper

Anybody know how to remove the gray plastic panel that goes across the top of the rear bumper?
I tried taking off all of the bolts but it feels attached to the bumper still, any ideas?

There are an additional 2 fasteners on each side that are hiding under the bumper cover. They are very hard to reach with out removing the bumper cover. Hope this helps.
 
Could you elaborate more on that? Do you mean that the remaining fasteners are inside the bumper? can i access them from underneath?
and by bumper cover i assume you mean the silver trim piece?
 
u have to take the bumper cover completelty off, all three pieces. the center piece goes on first which means it has to come off last. the bodymen at my shop say its a pain in the a$$

o I see, if thats the case I guess I will just mask off and paint it. I thought it would be easy to remove, paint, and put back on.

Cabo, are you getting those from a repair manual? This one is a little small to see.
