So I bought new rims and tires for my 98 with a 3 inch OME lift kit, I got 33" BFG M/T mounted on 15" **** Cepek DC-1 Black. Well they ended up not working, for some reason I ordered 15's instead of ordering 16's. Well long story short they will not fit properly do to the displacement of the rim not even with spacers, they rub on the brake rotor, so I want to get 16's but am kind of wondering if 16's will fit ?

16's should fit. 15's probably didn't fit, because your 4Runner probably came with the bigger brakes which require 16" rims. What are the specs on the 16" rims? Most likely will fit, but hope you can test fit to make sure.
 
The rims that I want are still the DC-1 black 16" x10", 6 on 5.5, offset= 25mm, hub centric, 4.52 back spacing, max load 2500lbs, and for a tire I was thinking BFG M/T either 10.5 or 12.5. Which tire would be better in the snow/mud?
 
I have seen 4Runner with those wheels on them in a 16" so I'm guessing you will be just fine. The width of the tire is debateable as it depends on the kind of snow and mud you will encounter.

For driving on snow-covered roads you want a skinnier tire. For mud that has hard ground somewhere under it, you want a skinnier tire. Basically you want to cut through the snow/mud to get to the road/hard ground.

If you are going to be wheeling in deep snow and mud that seems like its eternally deep you want a wider tire so you can, in essence, float on top of the snow/mud. With skinnier tires in these conditions you are just going to cut through until your sunk to deep to get out with no traction.
 
So I ordered the DC-1 rims for my rig(this time 16's with a big enough offset), getting 33/10.5 BFG A/T tires mounted, I heard that I would have to probably cut some of the fender well down to make room for the tires, also maybe some of the bumper.?
 
I haven't really heard of anyone having to cut down the fenders too much at all and especially not the bumper to fit 33's with the 3" OME lift you are running. If you do have to trim it should be very minimal, especially with the width only being 10.5"
