Rough Start up

I recently purchased a 97 SR5 with 168K on the clock. When I start it up, you can hear it crank a few times and then it slowly starts. It doesnt just fire right up like it should. So far i have replaced the battery, seafoamed the engine(pcv valve, gas tank and crank case) and the replaced the spark plugs and changed the oil and engine filter. Still no change. Any suggestions?

whats seafoamed?
 
Seafoam in an engine cleaner. Gas and oil can laquer and harden. Seafoam breaks up all the build up and cleans your engine.
 
I'm thinking battery cables and then starter. Read the battery with a volt meter. What are the volts before during and after starting?
