don't use it to cover up rust. The rust will grow under the coating and eventually the coating will be the only thing holding the metal together.
It is probably a good idea on clean/new metal though

Dam so...basically i have to bust a lot of rust and read and do what everyone is saying on here?
And would doing this be better than doing nothing?

Is this stuff about the same as POR15? I have to do some frame touch ups this summer, as I'm gonna take the running boards off and want to have things underneath protected and looking nice.

What Exactly can we and can we not spray in the Undercarriage? Or Is everything free game?

Not at all. POR-15 is a few grades above the permatex and rustoleum stuff, plus they are different things. The rust converter requires that you leave the rust in tact as it uses a chemical reaction to convert the rust into an inert substance that will protect again further rusting.
POR-15 is a heavy duty paint that is strong, flexible, and has high adhesion strength. You need to strip the rust off completely, clean, and etch the metal before using POR-15.
I think that the POR-15 or something like the rust bullet system are some of the best choices, and rust converters are more for quick jobs.
Do a google search for these products. There was a great thread on a site called the samba or something like that where a guy did a test of multiple rust converters. I know it have been linked here.
