The shipper didn't put the unit in "ship mode" and now it's a am/fm radio or an expensive paper weight.
I've heard that if you plug it in and turn it upside down and shake a bit, it might work and fix it. Otherwise, you can send it in and have it fixed for ~$200.

Did some more digging around and found this post:
I have about ten years experiance woriking with car audio and it is very tricky process with this unit ...... one was brought to me and it showed all the same errors. If the unit is not set to "ship mode" it causes the disk beds to diss-aling. Pioneer has developed a floating system with adjustable reader. the unit has to be taken to a proffecional .... but i won't stop there ...... lol I had to take the unit apart literlly all four springs holding the steel plate and six disk beds. once you release the jam the unit can be put into release mode. All beds will be able to move the up and down freely... I'm in so cal and can fix your unit if is just stuck.
Too bad I'm not in so cal. I'll probably try to take it apart one of these days.

I'm pretty sure it involves more than just freeing the trays.
I got one that came to me with the error. Turned out the guy was reselling a changer he knew was broken... I took it apart and freed the tray and it then started reporting an error 3. I haven't been able to figure out how to clear the error yet so the thing just sits on a shelf. Be aware that you can (and a lot of people have) get a broken unit. These are extremely fragile and don't take well to shipping.
Now I'm on the lookout for a NAV unit.

It's alive!!!
A couple of nights ago I decided to mess with the 6cd changer and opened it up. Granted, I had no idea what I was doing other than looking at the mechanism to see if it's stuck or if I could do something about it. I played with it and it seemed jammed. It would go up and down smoothly. After a little bit of nudging and prodding, I was able to get it to move more freely than it was before. I put everything back together and today I decided to try it out and it worked! I loaded 4 cds and they all access and play fine.
I can see how bumping it upside down might work while plugged in. Now I have a 6cd changer after about 10 months of it collecting dust.
