Security System Disabled?

Long story short, my bag was stolen with my 2003 4Runner key and fob.

The locksmith came out and created a new key but had no fobs.

I think he disabled the security system because now every fob I try does not work. I know I am doing the ignition and door sequence correct because the locks cycle showing I am in programming mode, but when I press the button on the fob I hear the door actuators cycle a few times (the physical door locks do not move though) but the keys do not get programmed. I've tried 3 or 4 different fobs from different manufacturers, with same results.

Has anyone experienced this? It's almost like the security system has been disabled and says nope, not going to program today.

I've tried everything i can online. I dropped the 4Runner at the dealership this morning. They called around 30 minutes later saying they could not program the FOB. They asked to do a $300 diagnostic, where they expect to find the ECU to be defective. They've told me the computer is $1600 before labor.

Does this make sense to anyone?

There is another possibility... the ECU can only hold programming for (I think) 5 keys, so if other keys have been added over the years it may have exceeded the max number that can be registered. I had this problem with mine. I only had a single key and fob, so I bought 2 spare keys and another fob. I was able to program the spare fob, and one of the keys, but the second one would not register even after repeating the sequence multiple times. Somewhere in an older thread there is a procedure to erase ALL registered keys so that you can start fresh and program just the ones you currently have. I wish I had taken a screenshot, or at least bookmarked it, but I got busy and never got around to trying it since I had 2 working keys. I do however want to get a switchblade key, so I will need to find the procedure again if I want it to work. Hopefully someone on here knows that procedure and can post it here. I would try that before letting the stealer talk you into a new ECU!
