Rotor life does have much to do with service/duty level, as mine goes thru hell. Most pads I used were pre-scorched (bedding is optional) quality pads, most of them made in Canada, one or two in US. Currently I'm using some AUS PBR/Axxis pads (Deluxe Plus, organic pads), seem to work well.
Buying local is an option, but it depends on the store if you want to exchange/return. When my Advance Auto rotors warped, they gave me heck of a time. They blame on calipers, pads, etc until I showed them the calipers receipt I bought at the same time of Tundra conversion. I doubt they would have allowed exchange/return if I didn't get those calipers at the same time. You might have an easier time with this, but who knows.
