Shift Issues - 2013 TE

Only 23,000 miles on it but have had this issue from day 1. It's been in to Toyota 4 times now, each time they tell me nothing is wrong with it, they plugged into the computer, they drove it, reset the computer, etc.
#1-when driving down a gradual hill by my house I will let my foot off the gas as I approach at about 40mph (speed limit is 45) as I start the decent it takes off as if I have it in neutral, really picks up speed, it doesn’t try to hold back at all. When applying the breaks obviously will slow it down, but the minute I let off it continues back as if it's in neutral again. If you really apply the breaks it will down shift so low that the engine revs to almost 3,000RPMs – and it will stay in that gear for some time before it shifts out. It’s almost as if it is stuck and won’t shift back. I get that when you have to break to slow way down it should shift but not to the point to where the engine is rev-ing & won’t shift back.
#2-Going up a hill it doesn’t want to shift, it’s as if it has a delay, when it finally does shift to get momentum to go up the hill there is a what sounds like a clunk.
#3–Lastly... occasionally between 35/45mph the engine does little pulses. You can feel it & see the RPMs up/down, up/down. Eventually it will stop after you have been driving it a while. Choke issue maybe?
I know the shifting issues & pulses are not normal as the last 2 times I had a Toyota they gave me new 4RNR loaners. Each one did great on the hill, both up and down. They held back speed & only gradually picked up speed towards the bottom of the hill-which would be expected. Driving up hill, no shift issues-clunks, & no pulses. They even had a different feel driving them. Thoughts/Help!!!!

Someone please provide the correct the term for me here. I know its already been posted here and it is an easy check.
There is a cable that runs to the transmission that might need an adjustment.
 
all your issues a how these operate. yes the idle will bump up 150 RPM happens all the time . the down hill roll is pretty intense compared to older GM trucks like the toyota is in neutral .. the new GM trucks do have a down hill speed control tweaks tranny and brakes ... toyota does not have that .

IMO Toyota should reprogram the PCM so that the idle stays constant not increasing above the spec idle that would help..

new vehicles do not have a choke ... it is controlled by the injectors / TB no cables .

it is possible the TB may need some tb cleaner to remove any debris .. all electronic controlled could be sticking due to the crap on the TB..
 
Hard to say what is up from your description.. Could be almost anything and it is really hard to find techs who can actually diagnose drivability problems if it is not slapping them in the face...

I would try cleaning the throttle TB and MAF as those are really quick and easy steps. After that... no way to diagnose anything with such limited information. Could be multiple problems... could all be all related to one sensor... or could be a mechanical problem.

As far as I can tell.. These trucks basically run on the following sensors.
1. MAF - this also has the IAT built in
2. WB 02 sensor * 2
3. Throttle body motor and position sensor
4. Wheel speed sensors
5. Accelerator pedal position sensors
6. Crank position (these almost never fail)
7. Coolant temp
8. Barometer/outside air temp

There are other things related to stability control.. but that is really all that can go wrong from a ECU perspective and 1-3 are the most problematic areas, so I would start there.
 
I believe they did check the transmission fluid and all fluids, they did an oil change too and are "supposed" to check all fluids.
