Short or ignition issue

So I've been chasing a bad idle for a few week now. It has gotten worse from a stubbling idle to a stubbling low rpm. 2500 and up, she runs great. So while investigating every possible vacuum leak, I grab the PAIR hose by the air cleaner to pull it off and WHAP! I get popped by a current. BTW, this is while the car was running. Took a voltmeter and start checking around and the hoses/clamps and the whole AFM housing are measuring ~ 0.5 volts. So I pull the AFM off, and measure all the resistance measurements opened and closed with no deviation from the FSM. So I looked for any shorts for wiring anywhere around there and couldn't find anything. I then put it all back, grounded the AFM housing to the fender well and started it up again and start playing around with the volt meter in the area. No readings off the alt housing or sheet metal around there, but starting pulling some voltage off the top of the dist cap and wires. Cap itself probably 1.0+ near the connectors, wires much, much less. Main wire to the cap just under 1.0. So....very long story leading to the question, should you have voltage leaks through the plastic cap and rubber wires? Neither look particularly old or damaged. I will probably go ahead and replace wires, cap, and rotor just to be safe but wanted to know if this is normal? Also, haven't tried grabbing in that general area again as it didn't really feel good the first time! :shrug:

Mine did that to me, a new cap rotor and plugs fixed it . It is so hot under there it breaks down the wires and plastic,put the dist boot on

Thanks bw. Replacing that stuff today hopefully. Going to add some louvers in the hood this spring. Its just too dang hot under there especially once it starts hitting over 100 here.
