Im just taking a guess that he dropped the bumpers down to stay out of trouble with johnny law. VA vehicle modification laws suck as anyone who lives here will testify to.

To the OP, I'd say either one of those trucks is a good deal for $3.000. I spent 6 months trying to find a nice clean unmolested and un-rusted 1st gen 4runner. I personally wanted to start with one that had not been modified yet, I'd rather do the work myself. But for 3gs as others have said, whatever isn't right with either of those trucks could be made right.

I think, aside from better off-road performance, less moving parts/places where things could leak/break of the solid-axle is a great advantage.
