Slow deceleration

I have a 86 4-Runner that decelerates slowly. The motor is the 4 cyl. R22. I've found the device that I think is responsible for deceleration. It may be the DP? I think it moves slower than it should. When I let off the gas to change gears the motor remains at the higher RPM for a few seconds instead of slowing. Can I spray so kind of lubrication on the small rod that moves in and out or do I need to replace the unit?
