The lower bottom spacer is called a pre-load spacer. This goes between the spring and top plate.
The top spacer goes above your top plate and pushes the entire strut assembly down away from the shock tower.
I've heard that pre-load spacers affect ride more than topout spacers, while a topout spacer will limit wheel travel more.
There is no different setup in the rear as far as I know.
