I'll take off the carrier today and see if I can just replace the cable.

If you get it off, please post how you did it. Mine needs replacement as well and I cant get it off due to clearance issues above the bolts.
The best price I have found is at toyotapartsoverstock.com Part 51900 CARRIER ASSY, SPARE WHEEL is 97.60. I have never ordered from this place.
My local dealer wants almost $400 to do the job.

Kunia, I know this was a while ago... but did you ever end up replacing your spare tire cable? Mine broke. Was it hard to replace? Can you provide any instruction?
