speedo head noise or ?

my daughter in law asked me to look at a 96 4runner for her, manual trans.
the runner had been sitting all day and was "cold"
on start up and first drive there is a whirring noise sounds like coming from behind the dash. It goes away after a few minutes of driving. the seller said its the speedo cable.......well .....they don't have speedo cables as far as I know.
Of course maybe that's what he thinks it is, but he could have other issues and he hopes we don't know better. never taken a cluster apart so I guess there could be gears in there that turn the pointer

its been a long time since I have had a manual, and a throw out bearing when going bad would make noise when depressed and worse as it heated up

it has a power steering leak, slight, or he says it is slight, no puddles
and looks like it could use vc gaskets.

he has owned it 3 years and has put 40k on it, no service records, no idea on ball joints but drove well, no shakes even when crossing rail road tracks at 35+ and at 60
shimmys a touch when hitting brakes

he sayas he is selling to get a more fuel efficient commuter and no longer needs a 4wd

Well, you're definitely right about there being no speedo cable! Haha
Could it be a normal sound from the manual trans? Know if it does it when it's out of gear, or if having the clutch depressed affects it?
