If you or a previous owner put larger than stock size tires on, that's why.
And it will be off by a percentage, not a specific value at all speeds. For example, if it's off by 10%, it'll read 50 but you're doing 55, at 60 you're doing 66, etc.

If it's truly 10 mph at all speeds, it's probably a mechanical error (bad speedo).
 
Another option if it's still got stock tires is that the previous owner put higher gears in the rear end.
 
I'm pretty sure stock gear ratio for most is 4.10, though I've heard somewhere along the line you could get 4.56 from the factory as a special option.
 
So after some research, a couple of brain granades. and fustration I have the answer to my question. it seems that My Toy has the 4.55 rear gears. It also explains why the speedo is off so crazy, it had the 31 inch tire option....
