Speedometer not working

i recently removed the dash cluster and when i unclipped the speedo cable i saw the pin drop far below 0, when i reconnected it and tested it, nothing.. when i get going around ~90 or so it start going up to 20 and so on..the wire is fine cuz i checked it..any ideas? is it my cluster thats broken

You most likely broke the speedometer.
