will a spoiler fit or be able to be installed on a 2000 base model. mine did not come with one

yes I did this on my 99

I even painted mine to match the body color.

you'll need the template to mark the exact places on the rear hatch to drill out for the mounting screws.

I have one just by chance... could let it go quite reasonable...
